Should museums be allowed to restrict its collection to travel?

Recently the Sicilian government created a list of artworks that are restricted to traveling outside of Sicily - citing the fact that when artworks leave the country, money leaves too.

But, regardless of municipal financial troubles, this is world history that will be more difficult to view in person. If the works are home to Sicily than does it preserve or restrict the works?

What do you think?
